Self-hosted start page without the extra stuff.

## Features
- No javascript
- Relatively low resource consumption (around 7 MiB of RAM)
- Authorization support

## Configuration
Service settings can be set through environment variables.
- `PHOENIX_DB_PATH` - path to the sqlite database.
